Can someone elaborate? Is the poster's French too formal or something? Or does one mean was as tool and the other tool of war or something like that? I don't speak French (I barely speak English).

Would tool of the war be OK if it was refering to a specific war instead of war in general? If it was war in general it would outil de guerre, but if it is a spcific war would outil de la guerre be OK?

I meant to say "war as a tool" verses "tool of war". Or is the "la" like a definite article in English meaning a specific war instead of war in general like BDavenport is asking?

I would say that the correct sentence would be Outil de Guerre, a tool that allows you to make war, just like a machine gun. Outil de la Guerre is not wrong, but just sounds weird to the ears, the meaning is the same, maybe it is more precise about which war, a specific one.
The main problem with that is why this need to be in French ? Coup d'Etat was enough.

or may be it is related to the upcoming event in collaboration with Levi's in Paris...

I know it's been b!tched about ad nauseam, but why did they add an extra page? One wasn't enough when you get from paypal? It's like the blind leading the blind.

Also Just refresh the order page and a new submit button will pop up. That's how I got my order to work.
