Wood block propoganda poster issued by the Chinese Central Art Academy in 1970. "Government is Established Through Guns!" is the English translation of "qiang gan zi li mian chu zheng quan," a saying used frequently during the civil war of the 1940s. The rest of the text translates to “warm celebration of the great success of the Indo zhinu," a reference to the Southeast Asia resistance movement that was fighting the United States at the time. The poster measures 30" by 21" and is printed on thin paper.

"Government is Established Through Guns!" is notable as it serves as the direct model for Shepard's 2006 work Guns and Roses, the 2006 Rise Above show poster, as well as several fine art pieces.
